If you were in charge of colonial policy in Africa, what would you have done for it to not turn out into a shithole?

When I was 9 I had this idea of walling the entire continent off and then dropping a bomb that exploded into a cloud of smaller bombs and each small bomb would do the same and they would just self replicate until the entire content was ash and I think that might work actually

If I were to fix Africa let's say I get power in 1970 because that's when most African countries got independence I would first stop white flight (which is when ytbois leave) and make programs for ytbois to teach the Africans how 2 do shit I would also build more rail lines to connect Africa and investment in roads for the transport of industrial goods making Africa business friendly (kinda like Botswana) I would curb corruption I would make program called "build Africa" where Africans can get jobs in construction kinda like what the USA did during the great depression after that the building of nuclear power plants all over the continent I would also make a new African identity getting rid of tribalism and in 20-30 years Africa will be ready for free and fair elections
